Addressing Marine and Coastal Governance Conflicts at the Interface of Multiple Sectors and Jurisdictions ArchiMer
Bellanger, Manuel; Speir, Cameron; Blanchard, Fabian; Brooks, Kate; Butler, James R. A.; Crosson, Scott; Fonner, Robert; Gourguet, Sophie; Holland, Daniel S.; Kuikka, Sakari; Le Gallic, Bertrand; Lent, Rebecca; Libecap, Gary D.; Lipton, Douglas W.; Nayak, Prateep Kumar; Reid, David; Scemama, Pierre; Stephenson, Robert; Thébaud, Olivier; Young, Juliette C..
Marine and coastal activities are closely interrelated, and conflicts among different sectors can undermine management and conservation objectives. Governance systems for fisheries, power generation, irrigation, aquaculture, marine biodiversity conservation, and other coastal and maritime activities are typically organized to manage conflicts within sectors, rather than across them. Based on the discussions around eight case studies presented at a workshop held in Brest in June 2019, this paper explores institutional approaches to move beyond managing conflicts within a sector. We primarily focus on cases where the groups and sectors involved are heterogeneous in terms of: the jurisdiction they fall under; their objectives; and the way they value ecosystem...

Since a report by the European Court of Auditor in December 2007, EU officials have been suggesting that the failure of the Common Fisheries Policy (CFP) results from too much non compliance and a weak and inefficient enforcement system. As a result, a stakeholder consultation was organised EU-wide, and a new control regulation has been presented by the European Commission in autumn 2008. The objective of the paper is to discuss the reality and the scope of this assertion in the situation of a French coastal fishery managed through effort control (the Saint-Brieuc scallop fishery). Key outlines of the French control strategy are presented for the first time, based on an extensive work with the key stakeholders (national and regional administrations and...

Bas, Adeline; Fresard, Marjolaine; Guyader, Olivier; Lesur-irichabeau, Gabrielle; Fournier, Nicolas; Le Gallic, Bertrand.

Bioeconomic modelling of English Channel fisheries and their technical interactions : presentation of the simulation model BECHAMEL (BioEconomic CHAnnel ModEL) ArchiMer
Ulrich, Clara; Le Gallic, Bertrand; Dunn, Matthew R..
This paper presents the structure and examples of results from a bioeconomic model that stimulates the fisheries of the English Channel. The main purpose of the model is to study the consequences of various management alternatives on the economic situation of UK, French and Belgian fleets fishing in the area, and on exploited resources. Considering the large number of technical interactions, the whole Channel may be regarded as one large multi-country, multi-gear and multi-species fishery. The model describes this feature through the link between three entities : fleets, "métiers", and species caught. The empirical basis of the model is composed of UK, French and Belgian data concerning stocks, fleets and landings, and two economic sample surveys of UK and...

Estimation of technical interactions due to the competition for resource in a mixed-species fishery, and the typology of fleets and metiers in the English Channel ArchiMer
Ulrich, Clara; Gascuel, Didier; Dunn, Matthew R; Le Gallic, Bertrand; Dintheer, Christian.
In a multi-gear and multi-species artisanal fishery, the level of technical interactions (i.e. the competitive externalities resulting from a shared exploitation of common resources or fishing grounds) among various fishing units is high. Assessing these technical interactions is of great importance for fishery management, as any control applied to one fishing unit may have positive or negative effects on others. The magnitude and direction of these effects cannot be easily measured, unless all fishing units and species in the fishery are considered simultaneously. Technical interactions are particularly important in the complex artisanal fisheries of the English Channel. Using a bioeconomic model of the English Channel that incorporates all the major...

Inland aquaculture of carps in Poland: Between tradition and innovation ArchiMer
Raftowicz, Magdalena; Le Gallic, Bertrand.
This paper examines how the traditional carp sector in Poland developed during the recent period, paying a particular attention to the different forms of innovations that have been implemented. Mostly based on first-hand, face-to-face interviews, the paper shows that despite the fact that aquaculture of carp is still characterised by strong traditional and cultural features, different categories of economic agents along the value-chain engaged in various kinds of technical, market and institutional innovations. These innovative strategies could be further replicated and developed through collaborative process, where policy makers have a potential role to play. The research results showed the existence of huge potential for innovation in traditional carp...

The UK fishing sector has been under the spotlight since the beginning of the Brexit debate. Political commentators claimed that up to 90 per cent of British fishers supported Brexit as they considered the UK was disadvantaged compared to other EU Member States. Their main grudge is about the equal access that all Member States have had to all EU waters – with the exception of territorial waters, up to 12 nautical miles from the coast – since the formal inception of the Common Fisheries Policy (CFP) in 1983. Combined with what they perceive to be an unbalanced allocation of fishing quotas, this legal framework is thought by the UK fishing industry to be the main reason for the poor management of EU fisheries, which could be terminated following Brexit thus...

Rapport scientifique final ArchiMer
Foucher, Eric; Blanchard, Michel; Cugier, Philippe; Desroy, Nicolas; Dreanno, Catherine; Fauchot, Juliette; Fifas, Spyros; Guyader, Olivier; Jean, Frederic; Le Gallic, Bertrand; Riou, Philippe; Schapira, Mathilde; Thiebaut, Eric.
The King scallop Pecten maximus constitutes the first landed species in terms of tonnage and the second or third one in terms of value for the French fisheries. More than 90% of these landings come from the English Channel indicating that its exploitation is essential to local fleets. The COMANCHE project (Ecosystem Interactions and anthropogenic impacts on King scallops populations in the English Channel) proposed to improve the knowledge of the scallop within the Channel, through an ecosystem-based approach for fisheries, appealing to a wide range of scientific disciplines (physics, chemistry, genetics, ecology, geostatistics, modeling, economics ....). Researches on the spatial location of scallop beds, connectivity by larval dispersal between beds,...

ArchiMer
Lalancette, Soazig; Le Floc H, Pascal; Le Gallic, Bertrand.
This article seeks to estimate the relevance of the service economy applied to marine renewable energy projects. This study is based on stakeholder contributions in public debate in Saint-Brieuc offshore wind farm project (France). We seek to analyze stakeholder perspectives through an application of a textual analysis on contributions (cahiers d’acteurs). Textual analysis reveals two main results, the first one turns to social and economic question with the impact on the territory, in particularly the employment and the training. The second issue concerns the energy efficiency of marine renewable technologies. For each of these issues, the discussion try to give a perspective regard to service economy theory and discuss about the relevance of service...

Boncoeur, Jean; Le Gallic, Bertrand; Fifas, Spyros.
